Frequent questions for legal and technical teams

Can a Payment Institution like MONEI legally act as a collaborative collection entity?

Yes, with the same legal authorisation as a bank. Article 9.4.b of Royal Decree 939/2005 (Reglamento General de Recaudacion) explicitly establishes that payment institutions may provide cash services and be considered collaborative entities for tax collection on the same terms as credit institutions.

Does citizen data leave the European Union?

No data leaves the EU. MONEI is incorporated in Spain, supervised by the Banco de Espana (licence number 6911), and its data is hosted exclusively with EU-based providers. It is not subject to the US Cloud Act. All data is managed under strict GDPR compliance.

How are funds settled to the public administration?

In real time or agreed settlement periods, directly to the administration's bank account — without changing bank or using additional intermediaries. Funds are 100% segregated by legal obligation; MONEI cannot use them at any time for its own operations.

What happens if the MONEI system fails?

99.99% SLA with redundant multi-zone architecture — fewer than 53 minutes of possible interruption per year. MONEI is the only PSP in southern Europe with real-time payment orchestration that automatically routes to alternative processors in the event of any incident.

How should a tender specification be drafted to include Payment Institutions?

The tender must allow concurrence of credit institutions and payment institutions under equivalent conditions. MONEI provides free assistance in reviewing technical, regulatory, and solvency requirements to ensure an open and competitive tender without breaching the regulatory framework.

What realistic implementation timelines can we expect?

From signature to first transaction: under 10 business days for the standard online gateway. Full omnichannel deployment with municipal ERP integration: 6 to 12 weeks depending on complexity. MONEI assigns a dedicated project manager from day one, at no additional cost.

What does it cost the administration?

Per-transaction model, with no fixed fees or minimum commitments. No cost for integration, dashboard access, updates, or technical support. Cost is proportional to actual transaction volume, with competitive and transparent rates presented in writing during the tender process.

Does MONEI support Cuaderno 60?

Yes. MONEI supports the full AEB Cuaderno 60 (60012) standard for public administration payments. Citizens can pay taxes, fees, and self-assessments using their printed document's barcode. The fortnightly AEB reconciliation file is generated and delivered automatically.
